AN ORDINANCE concerning:

Environmental Health - Smoking in Public Places and Places of Employment

FOR the purpose of creating a certain exemption for a place of work of 50 employees
under certain circumstances; clarifying that smoking is permitted in a restaurant;
clarifying that violations of the Smoking in Public Places title are subject to civil
fines only; designating certain enforcing authorities; and generally relating to
technical corrections to Bill No. 24-93.

The Chesapeake Bay Critical Area and Wetlands

FOR the purpose of amending the County's Chesapeake Bay Critical Area Program;
establishing a buffer exemption program; establishing criteria for locating roads,
bridges, and utilities in habitat protection areas; allowing for commercial harvesting
of trees within nontidal wetlands; defining tidal wetlands and nontidal wetlands
inside and outside the Critical Area; providing locational criteria for construction in
the buffer, within a buffer exemption area or with a variance; increasing fees in lieu
of reforestation; clarifying the standard by which a variance from critical area
