AN ORDINANCE concerning:

Utilities - Water and Wastewater Charges

FOR the purpose of providing that the County Council annually set charges for water and
wastewater service; requiring that the charges be sufficient to defray estimated
operating expenses and any prior operating deficit; and requiring a certain
minimum to be maintained in utility enterprise retained earnings.

FOR the purpose of codifying the current rates for metered water and wastewater
services and repealing the authority of the Director of Utilities to order increases in
those charges; providing that the unmetered wastewater service charge shall be the
average charge for service to similar metered properties and repealing the authority
of the Director of Utilities to establish that charge; and requiring the County
Executive to annually report to the County Council on the rates for metered and
unmetered water and wastewater service.
