S.B. 727                                                  VETOES

FACILITIES BEFORE THE NORMAL END OF . THE WORKDAY, AN AFFECTED
EMPLOYEE IS ONLY REQUIRED TO USE THE EMPLOYEE'S ANNUAL, PERSONAL, OR
COMPENSATORY
LEAVE FOR THE TIME THAT THE EMPLOYEE WAS ABSENT WHILE
THE EMPLOYEE'S FACILITY WAS OPEN.

(2) THIS SUBSECTION DOES NOT APPLY TO AN EMPLOYEE WHO HAS
RECEIVED PRIOR APPROVAL FOR LEAVE PREVIOUS TO THE DAY THAT THE EMERGENCY
IS DECLARED.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall be construed
retroactively and shall be applied to and interpreted to affect all State employees beginning on
or after January 1, 1994.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

Dear President Miller:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 727.

Senate Bill 727 would allow the owner of securities to register title to them in transfer-on-
death (TOD) forms. TOD registration would be limited to individuals whose registration
shows sole ownership by one individual or multiple ownership with right of survivorship,
rather than as tenants in common.

House Bill 1189, which was passed by the General Assembly and signed by me on May 26,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 727.
