composed equally of representatives of the Maryland State Department of Education,
State parent and state teacher organizations to make final recommendations, based on
the local school data, for the Opportunity to Learn Standards for Maryland by December
1, 1995
to be adopted by the State Board of Education; and be it further

RESOLVED, That a copy of this Resolution be forwarded by the Department of
Legislative Reference to the Honorable William Donald Schaefer, Governor of
Maryland; the Honorable Thomas V. Mike Miller, Jr., President of the Senate of
Maryland; the Honorable Casper R. Taylor, Jr., Speaker of the House of Delegates; and
Robert Embry, President of the State Board of Education.

A House Joint Resolution concerning

"Senator Bernie Fowler Day"

FOR the purpose of designating the second Sunday in June of each year 1994 as "Senator
Bernie Fowler Day"; and authorizing and requesting the Governor to issue a certain
proclamation.

WHEREAS, We care greatly about the Chesapeake Bay and the Patuxent River
and remain concerned about pollution in those waters; and

WHEREAS, The Bay and the Patuxent River are vital to Maryland's economy and
the health and well-being of the citizens of the State; and

WHEREAS, There is a genuine need to make our waters clean and restore their
health and beauty; and

WHEREAS, To restore our waters, it is essential to increase the level of public
awareness and involvement in that cleanup; and

WHEREAS, Increasing the level of public involvement in the cleanup effort will
result in a more concerned and knowledgeable public; and

WHEREAS, One way to increase public involvement is to create a day when we can
celebrate our concern for the quality of life in and around the Patuxent River and
Chesapeake Bay; and

WHEREAS, Senator Bernie Fowler has been a prominent State leader in the vital
effort to reduce the flow of destructive phosphorous and nitrogen from sewage treatment
plants into the Patuxent River, thereby saving these waters and their living resources for
future generations to enjoy and cherish and helping to protect the Chesapeake Bay; and
