1994 JOINT RESOLUTIONS

(1)     Measures that ensure a safe, secure, and drug-free community and
protect students and staff from violence and disruption; and

(2)     Availability of a coordinated delivery system for health and nutrition for
infants, children, youth, and families;

(b)     The following school site conditions that affect student learning:

(1) Healthful physical plant facilities that meet program needs and support
individual professional preparation and development objectives;

(2)     Adequate supply of current and appropriate textbooks, instructional
materials, and library/media resources; and

(3)     Technology for instruction;

(c)     The following instructional conditions that promote student learning:

(1)     Sufficient individual attention throughout the school day for each
student;                                                                                 

(2)     Access to culturally diverse course offering within a rigorous core
curriculum;

(3)     Qualified staff in every position who have the time and resources to plan
for effective teaching;

(4)     Professional development designed to meet the needs of staff in
maintaining effective instruction;                                                 

(5)     Time and authority for faculty to develop and carry out the academic
program for which the faculty is accountable;

               (6) Cooperative and interactive learning situations; and

(7) Adequate infrastructure to meet special needs;

(d)     Post graduate economic conditions that provide a job market which rewards
scholastic achievement; and be it further

RESOLVED, That the State Department of Education assist local Boards of
Education in establishing a partnership task force, composed 'of parents, faculty, and
support staff organizations, administrators, and other appropriate members of school
communities at each school site to assess the community's and school's ability to provide
every child with an Opportunity to Learn; and be it further-

RESOLVED, That each school task force report, to be transmitted to the State
Board of Education through the local board of education, recommend what the
Opportunity to Learn Standards should be; and be it further

RESOLVED, That by December 1, 1994 June 1, 1995, the State Department of
Education shall compile the results of the assessments made by the school task forces,
including recommendations for what should be the Opportunity to Learn Standards, and
convey this report to. the General Assembly and establish a state-level Task Force
