4.2.

(A)     IN ACCORDANCE WITH § 4 OF THIS ARTICLE, THE SUBCABINET SHALL
PHASE IN BY FISCAL YEAR 1997, TO THE EXTENT FUNDS ARE AVAILABLE, A
STATEWIDE SYSTEM OF COMPREHENSIVE, NONCATEGORICAL, AND INTERAGENCY
ASSESSMENT, CASE PLANNING, AND CASE MONITORING FOR ALL CHILDREN
RECEIVING STATE FUNDED OUT OF HOME CARE AND SERVICES OR DETERMINED
TO BE LIKELY TO RECEIVE SUCH CARE AND SERVICES, AND THE FAMILIES OF THESE
CHILDREN.

(B)     THE STATEWIDE SYSTEM UNDER SUBSECTION (A) OF THIS SECTION
SHALL INCLUDE:

(1) A SINGLE LOCAL PUBLIC OR PRIVATE AGENCY IN EACH
JURISDICTION RESPONSIBLE FOR THE LOCAL SYSTEM ESTABLISHED UNDER
SUBSECTION (A) OF THIS SECTION AND OVERSIGHT OF THAT AGENCY BY THE
LOCAL PLANNING ENTITY;

(2)      REFERRALS FROM:

(I) ALL AGENCIES WHO PLACE CHILDREN IN OUT OF HOME
CARE; AND

(II) COURTS WITH JURISDICTION OVER A CHILD WHICH REQUEST
THE ASSESSMENT/CASE PLANNING, AND CASE MONITORING SERVICES;

(3) COMPREHENSIVE, MULTIDISCIPLINARY ASSESSMENTS OF ALL
CHILDREN WHO ARE REFERRED WHICH FOCUS ON THE INDIVIDUAL NEEDS AND
STRENGTHS OF THE CHILD AND FAMILY;

(4)      CONSIDERATION OF ALL ALTERNATIVES FOR THE PROVISION OF
SERVICES TO CHILDREN AND THEIR FAMILIES IN THE COMMUNITY;

(5) PROCEDURES TO ASSURE THE ADEQUATE PROVISION OF
COMPREHENSIVE, MULTIPLE AGENCY SERVICES TO CHILDREN REQUIRING
OUT OF HOME CARE AND SERVICES OR VERY LIKELY TO NEED SUCH CARE AND
SERVICES;

(6) RECOMMENDED NONCATEGORICAL, INTERAGENCY CASE PLANS
APPROPRIATE TO THE CHILDREN AND FAMILIES REFERRED, INCLUDING THE TYPE
OF PLACEMENT NEEDED BY THE CHILD, IF NECESSARY;

(7) PROCEDURES FOR SUBMISSION OF THE RECOMMENDED CASE
PLANS TO THE REFERRING AGENCY AND THE COURT WITH JURISDICTION OF THE
CHILD;

(8) ONGOING REGULAR MONITORING OF THE IMPLEMENTATION OF
THE CASE PLAN AND ADVISING THE COURT AND THE AGENCIES RESPONSIBLE FOR
CARE AND SERVICES TO THE CHILD AND FAMILY ON THE EFFECTIVENESS OF THE
CASE PLAN AND ANY NECESSARY MODIFICATIONS;

(9) AN INTERAGENCY INFORMATION SYSTEM TO;
