(1) The Special Secretary;
(2) The Secretary of Health and Mental Hygiene;
(3) The Secretary of Human Resources;
(4) The Secretary of Juvenile Services;
(5) The State Superintendent of Schools;
(6) The Secretary of Budget and Fiscal Planning; and
(7) The Director of the Office for Individuals with Disabilities.
(c) The Special Secretary shall serve as chairperson of the Subcabinet for
Children, Youth, and Families and shall be responsible for the oversight, direction, and
accountability of the work of the Subcabinet.
(d) The Office for Children, Youth, and Families shall provide the primary staff
support for the Subcabinet.
(e) The Special Secretary may call upon any of the Subcabinet members to
provide additional staff assistance as needed.
(f) The Special Secretary may establish subcommittees to carry out the work of
the Subcabinet.
(g) The Subcabinet shall meet at least four times a year.
(h) The Subcabinet shall:
(1) Provide ongoing examination of the structure and organization of
Maryland's system of services to children, youth, and families; and
(2) Facilitate a comprehensive effective, efficient, and integrated service
delivery system for services to children, youth, and families.]
(A) IN ACCORDANCE WITH § 4 OF THIS ARTICLE, THE DEPARTMENT OF
BUDGET AND FISCAL PLANNING AND THE SUBCABINET SHALL PHASE IN A
STATEWIDE SYSTEM OF INTERAGENCY BUDGETING AND SHARING OF ALL STATE
FUNDS FOR CHILDREN AND FAMILY SERVICES BY FISCAL YEAR 1998. THIS
STATEWIDE SYSTEM SHALL BEGIN WITH THE BUDGETING AND SHARING OF FUNDS
APPROPRIATED FOR OUT OF HOME CARE AND SERVICES AND PREVENTION OF
OUT OF HOME PLACEMENTS.
(B) (1) THERE IS A SUBCABINET RESOURCE FUND, WHICH WILL BE USED TO
IMPLEMENT THE STATEWIDE SYSTEM OF COLLABORATIVE, INTERAGENCY
BUDGETING AND SHARING OF STATE FUNDS FOR CHILDREN AND FAMILY SERVICES
ESTABLISHED UNDER THIS SECTION.
(2) THE FUND IS A CONTINUING, NONLAPSING SPECIAL FUND, NOT
SUBJECT TO § 7-302 OF THE STATE FINANCE AND PROCUREMENT ARTICLE, SO AS TO
ENCOURAGE LONG TERM PLANNING AND THE BEST USE OF RESOURCES.
