1994 LAWS OF MARYLAND

[(8)](9) [In consultation with the Secretaries of Health and Mental
Hygi
ene, Human Resources, and Juvenile Services and the State Superintendent of
Schools, d
evelop] DEVELOP and implement an innovative interagency funding approach
for initiativ
es and programs for children, youth, and families;

[(9)] (10) Promote interagency consensus and, with the concurrence of the
Gov
ernor, resolve conflicting agency positions on issues relating to children, youth, and
family services;

[(10)] (11) Provide technical assistance to local jurisdictions in planning and
implem
enting interagency service delivery systems for children, youth, and families;

[(11)](12) Maintain liaison with departments and local governments to
coordinate servic
es and maximize resources in developing programs;

[(12)] (13)Maintain liaison with local children's councils and other child
advocacy groups, including parents, to receive advice on resources, needs, and priorities
in the different localities;
                                                         

(14) ENCOURAGE THE DEVELOPMENT ON THE STATE AND LOCAL
LEVELS OF PUBLIC/PRIVATE PARTNERSHIPS TO ENGAGE REPRESENTATIVES OF ALL
BRANCHES OF STATE AND LOCAL GOVERNMENT, COMMUNITY PUBLIC AND
PRIVATE AGENCIES AND ORGANIZATIONS, BUSINESS, PARENTS, PRESENT OR
FORMER CONSUMERS OF SERVICES WHO ARE 18 YEARS OF AGE, CHILD ADVOCACY

ORGANIZATIONS, SERVICE PROVIDERS, AND OTHER APPROPRIATE

ORGANIZATIONS AND PRIVATE CITIZENS, IN THE COLLABORATIVE

IMPLEMENTATION OF THIS ARTICLE;

[(13)] (15) Within the limitations of the Office's budget, carry out programs of
effective public information and
education on services for children, youth, and families in

Maryland;

[(14)](16) Formulate policy positions or statements on legislative issues and,
under the direction of the Governor, communicate those positions or statem
ents to the
General Assembly;

[(15)] (17) Adopt rules and regulations necessary to carry out the provisions
of this article;
                                                                                     

[(16)](18) Delegate such other additional responsibilities as the [Special
Secretary] SUBCABINET deems appropriate; and

[(17)] (19) Report annually to the Governor and the public on the activities of
the [Office] SUBCABINET.

[(c)] (B) The [Special Secretary] SUBCABINET shall serve as the Governor's
advocate for improved service
s for children, youth, and their families.

4.1.

[(a) There is a Subcabinet for Children, Youth, and Families.
