(C) THE SPECIAL SECRETARY SHALL SERVE AS CHAIRPERSON OF THE
SUBCABINET FOR CHILDREN, YOUTH, AND FAMILIES AND SHALL BE RESPONSIBLE
FOR THE OVERSIGHT, DIRECTION, ACCOUNTABILITY, AND ADMINISTRATION OF
THE WORK OF THE SUBCABINET.
[(c)] (D) The [Office] SUBCABINET shall have a Director and the assistants,
fiscal analysts, consultants, and employees provided in the State budget. The Special
Secretary may [establish areas of responsibility within the office and] designate staff as
necessary to fulfill the duties assigned to the Special Secretary. THE SPECIAL
SECRETARY MAY CALL UPON ANY OF THE SUBCABINET MEMBERS TO PROVIDE
ADDITIONAL STAFF ASSISTANCE AS NEEDED. THE SPECIAL SECRETARY MAY
ESTABLISH COMMITTEES AND TASK FORCES/AS NEEDED, TO CARRY OUT THE WORK
OF THE SUBCABINET.
[(d) The following units are in the Office:
(1) Advisory Committee for Children, Youth, and Families;
(2) Children's councils;
(3) Governor's Council on Adolescent Pregnancy;
(4) State Coordinating Council for Residential Placement of Handicapped
Children;
(5) Infants and Toddlers Inter agency 'Coordinating Council; and
(6) Other multiple agency initiative's for children, youth, and families that
are not reserved by law to another agency.
(E) THE SUBCABINET SHALL MEET AT LEAST FOUR TIMES A YEAR.
(A) THE SPECIAL SECRETARY FOR CHILDREN, YOUTH, AND FAMILIES IS
APPOINTED BY AND SERVES AT THE PLEASURE OF THE GOVERNOR AND IS
DIRECTLY RESPONSIBLE TO THE GOVERNOR. THE SPECIAL SECRETARY SHALL
RECEIVE THE SALARY PROVIDED IN THE STATE BUDGET.
(B) THE SPECIAL SECRETARY SHALL MEET THE FOLLOWING MINIMUM
QUALIFICATIONS:
(1) HOLD A MASTER'S DEGREE IN HEALTH, EDUCATION, SOCIAL WORK,
CHILD DEVELOPMENT, OR ANOTHER FIELD CLOSELY RELATED TO CHILDREN; AND
(2) HAVE AT LEAST 5 YEARS OF INCREASING RESPONSIBILITY IN
ADMINISTERING PROGRAMS FOR CHILDREN.

(a) The [Special Secretary of the Office] SUBCABINET for Children, Youth, and
Families is responsible for ovorseeing the general policy for children, youth, and family
services in the State.
