SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 49D - {Office] SUBCABINET for Children, Youth, and Families
1.
(a) The [Office] SUBCABINET for Children, Youth, and Families is created as
[part] A UNIT of the Executive Department IN THE GOVERNOR'S OFFICE.
(B) THE SUBCABINET FOR CHILDREN, YOUTH, AND FAMILIES CONSISTS OF:
(1) THE SPECIAL SECRETARY FOR CHILDREN, YOUTH, AND FAMILIES;
(2) THE SECRETARY OF HEALTH AND MENTAL HYGIENE;
(3) THE SECRETARY OF HUMAN RESOURCES;
(4) THE SECRETARY OF JUVENILE SERVICES;
(5) THE STATE SUPERINTENDENT OF SCHOOLS;
(6) THE SECRETARY OF BUDGET AND FISCAL PLANNING; AND
(7) THE DIRECTOR OF THE OFFICE FOR INDIVIDUALS WITH
DISABILITIES.
[(b) The head of the Office is the Special Secretary for Children, Youth, and
Families. The Special Secretary is appointed by and serves at the pleasure of the
Governor and is directly responsible to him. The Special Secretary shall receive the salary
provided in the State budget.]
