(b)     Names of all insurers whose business was closed during the year, the
cause thereof, and the amount of assets and liabilities as ascertainable;

(c)      Names of insurers against which delinquency or similar proceedings
were instituted, and a concise statement of the facts with respect to each such proceeding
arid the status thereof;                                                                  .

(d)     A STATEMENT OF ALL FEES, TAXES, AND. ADMINISTRATIVE FINES
AND PENALTIES RECEIVED BY THE COMMISSIONER AND DEPOSITED INTO THE
GENERAL FUND;

(E) Recommendations of the Commissioner as to amendments or
supplementation of laws affecting insurance, and as to matters affecting the Division; and

[(e)](F) Such other pertinent information and matters as the Commissioner
deems proper.

(2) [As early in each fiscal year as is reasonably possible, the Commissioner, shall
prepare and deliver a supplementary report to the Secretary of Licensing and Regulation
for review and transmittal to. the Governor and, subject to § 2-1312 of the State
Government Article, to the General Assembly, providing, with respect to the preceding
fiscal year, a statement of fees and taxes received and paid by him into the State
treasury.]. (A) (I) BY DECEMBER 1, 1995, THE COMMISSIONER SHALL PREPARE A
REPORT RECOMMENDING ANY CHANGES THAT THE COMMISSIONER DEEMS TO BE
APPROPRIATE UNDER §§ 48 AND 49 OF THIS ARTICLE.                          

(II) THE COMMISSIONER SHALL PREPARE A SIMILAR REPORT AT
LEAST ONCE EVERY 5 YEARS THEREAFTER.

(B) THIS REPORT, WHEN REQUIRED, MAY BE PREPARED IN
CONJUNCTION WITH THE ANNUAL REPORT REQUIRED UNDER SUBSECTION (1) OF
THIS SECTION.                                                                               

(3) REPORTS REQUIRED UNDER THIS SECTION SHALL BE SUBMITTED TO THE
GOVERNOR AND, SUBJECT TO § 2-1312 OF THE STATE GOVERNMENT ARTICLE TO
THE GENERAL ASSEMBLY.

(d) (4) [(iii) The Executive Director shall report annually on or before January
31, subject to § 2-1312 of the State Government Article, to the General Assembly and to
the Secretary of Personnel setting forth all staff positions, classifications, and salaries, in
the Fund as of the preceding calendar year end.]

[(j) (1) Subject to § 2-1312 of the State Government Article, the Commissioner
shall make the reports required under this subsection to the House Economic Matters
Committee, the Senate Finance Committee, and the Joint Committee on Health Care
Cost Containment of the General Assembly.
