(5) Subject to § 2-1312 of the State Government Article, [making an annual
report] REPORTING to the General Assembly AT LEAST ONCE DURING EACH 4-YEAR
TERM OF THE GENERAL ASSEMBLY, BUT IN ANY EVENT DURING THE THIRD YEAR
OF THE TERM, including recommended changes in this article to assure its uniform
administration and improvement in the procedure for the conduct of registration, voting
and elections;

(c)      "Police officer" means a person who has the authority to enforce the general
criminal laws of this State and is a member of any of the following law enforcement units:

(II)     UPON REQUEST, PROVIDE INFORMATION REGARDING THE
BUDGET, ACTIVITIES, AND PROGRAMS OF THE COMMISSION.

Government Article, the General Assembly as to the activities of the Commission.]

Article 48A - Insurance Code

23.

(1) [Each calendar year] AS EARLY IN EACH FISCAL YEAR AS IS REASONABLY
POSSIBLE, the Commissioner [, using the most recent available information,] shall
prepare [and deliver] an annual report [to the Secretary of Licensing and Regulation
for review and transmittal to the Governor and, subject to § 2-1312 of the State
Government Article, to the General Assembly, showing] REGARDING THE PREVIOUS
FISCAL YEAR THAT INCLUDES:

(a) A List of the authorized insurers transacting insurance business in
Maryland, with such summary of their financial statement as he deems appropriate;
