(2) The salary of the position of aide II shall be $2,500.

(f)     A teacher or principal who enters any county public school system shall
receive a minimum salary equal to that required under this section for a teacher or
principal who:

(1)     Has equivalent experience and grade of certificate; and

(2)     Is already in the public school system of that county.

(g)     A county board may pay teachers and principals annual salaries that are more
than the salaries provided for in this section.

(h)] A teacher or principal whose certificate is rated by a county superintendent as
second class under § 6-103 of this title may not receive a salary increment based on
experience.

[(i) The county commissioners, county council, and Mayor and City Council of
Baltimore City shall levy sufficient funds to meet the schedule of salaries established
under this section.]

EXPLANATION: Section 6-301(a) through (g) of the Education Article specify
minimum salary levels for certain school personnel. The specified salary levels
appear obsolete and serve no practical purpose. Staff recommends that the
statutory minimum salary levels be repealed. Section 6-301(i), requiring a tax
levy sufficient to meet the minimum salary levels, should also be repealed.

[6-302.

(a)     (1) Subject to the applicable provisions of this article, a full-time
supervising teacher or supervisor of pupil personnel I who holds a certificate or, in
Baltimore City, has equivalent status as determined by the Department shall receive an
annual amount in addition to the minimum pay schedule for teachers under § 6-301(a) of
this subtitle as follows:

(i) Supervisor with 1 year of graduate work...............................$2,800;

(ii) Supervisor with bachelor's degree..................................$2,100; and

(iii) Supervisor with no degree......................................................$1,700.

(2) These supervising teachers or supervisors of pupil personnel I shall be
employed on a 12-month basis.

(b)     A supervising teacher or supervisor of pupil personnel I who enters any county
public school system shall receive a minimum salary equal to that for a supervising
teacher or supervisor of pupil personnel I who:

(1)     Has equivalent experience and grade of certificate; and

(2)     Is already in the public school system of the county.
