(2) THE WSSC MAY ADOPT A PRICE STRUCTURE FOR A PRODUCT;
SERVICE, OR TECHNOLOGY BASED ON ANY FACTORS THAT THE WSSC CONSIDERS
RELEVANT, INCLUDING:

(I)       THE COSTS OF CREATING, DEVELOPING, REPRODUCING, AND
DELIVERING THE PRODUCT, SERVICE, OR TECHNOLOGY;

(II)     OVERHEAD AND LABOR COSTS; AND

(III)    THE FAIR MARKET VALUE OF THE PRODUCT, SERVICE, OR
TECHNOLOGY.

(C)      (1) THE WSSC SHALL ACCOUNT FOR EXPENDITURES AND REVENUES
RESULTING FROM SALES UNDER THIS SECTION BY ESTABLISHING A SEPARATE SET
OF ACCOUNTS.

(2) THESE ACCOUNTS SHALL BE ITEMIZED AND INCLUDED IN THE
ANNUAL BUDGET OF THE WSSC.

(D)     ANY PROFITS EARNED BY THE WSSC UNDER THIS SECTION SHALL BE
USED TO REDUCE ITS WATER AND SEWER RATES.

SECTION 2. AND BE IT FURTHER ENACTED, That any sale, contract, lease,
or license authorized under Section 1 of this Act, but entered into by the Washington
Suburban Sanitary Commission before the effective date of this Act, is hereby legalized
and affirmed.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

AN ACT concerning

Pensions - Transfers - Bicounty Agencies

PG/MC 28-94

FOR the purpose of repealing altering a provision of law that provides for the transfer of
employee and employer contributions on the transfer of an employee from the
Maryland-National Capital Park and Planning Commission, the Washington
Suburban Sanitary Commission, or the Washington Suburban Transit Commission
to certain counties to apply only to a certain transfer from the Maryland-National Park
and Planning Commission as a result of a certain transfer of a unit of the Commission's
police force to the Prince George's County police department;; providing for the
termination of a section of this Act; and providing for the application of this Act.
