County Council of Prince George's County. If this subsection for any reason is held by any
court of competent jurisdiction to be invalid, it is declared to be the intention of the
General Assembly that this subsection is severable and that the remaining portions of this
subsection would have been enacted without the invalid portions.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1994.

AN ACT concerning

Morgan State University - Bond Issuance Authority

FOR the purpose of increasing the bond issuance authority of Morgan State University.

Preamble

WHEREAS, Morgan State University currently has bond issuing authority for
academic and auxiliary facilities up to a maximum of $28 million; and

WHEREAS, Morgan State University has issued $28 million in revenue bonds to
renovate existing dormitories and construct additional facilities to support the needs of an
increasing student population; and

WHEREAS, Enrollments have increased 55% over the last 7 years and are
projected to increase at similar proportions in the future; and

WHEREAS, The renovation and expansion of existing auxiliary facilities must
continue to ensure appropriate service to the current and future populations; and

WHEREAS, The issuance of revenue bonds is the most cost-effective means for
borrowing funds; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
