(ii) The State Superintendent of Schools or the Superintendent's
designee;

(iii) The Assistant State Superintendent for the Division of
Rehabilitation Services;

(iv) The Director of the Mental Hygiene Administration or the
Director's designee;

(v) The Director of the Developmental Disabilities Administration or
the Director's designee;

(vi) 1 representative each from 2 different organizations that provide
community program services, appointed by the Governor;

(vii) 2 representatives of consumers receiving rehabilitation services,
appointed by the Governor;

(viii) 1 representative each from 2 different advocacy organizations for
the disabled, appointed by the Governor;

(ix) 2 representatives from the business community, appointed by the
Governor;

(x) 2 representatives from the regional advisory committees to the
Division of Rehabilitation Services; and

(xi) 1 member of a professional rehabilitation association, appointed by
the Governor.

(3)     The Governor shall designate the chairman from among the membership
of the Commission.

(4)     The term of a public member of the Commission is 4 years.

(c)     The Commission shall develop a systematic plan by July 1, 1989 for:

(1)     Facilitating the establishment of providers of services for the disabled
for purposes consistent with this title;

(2)     Assuring appropriate levels of program accountability, monitoring, and
quality control;

(3)     Evaluating appropriate personnel related issues, including
compensation, levels of staffing, professional training, and development; and

(4)     Facilitating the placement of individuals into rehabilitation and
employment settings.

(d)     The Commission shall update the plan developed under subsection (c) of this
section by July 1 of each year and shall report any findings and recommendations
resulting from the annual update to the Governor, the appropriate State agencies, and,
subject to § 2-1312 of the State Government Article, the Legislative Policy Committee of
the General Assembly.]
