AN ACT concerning
Washington County Sanitary District
FOR the purpose of expanding altering the size of the Washington County Sanitary
Commission; requiring each member of the Commission to be a resident of or
property owner in a different subdistrict of the Sanitary District; eliminating
references to representation areas; altering provisions concerning combination of.
subdistricts; altering the application of certain provisions concerning procurement
that apply to the District; authorizing, subject to a certain condition, the
Commission to adopt regulations relating to discharge into a sewerage system by
industrial users; establishing civil and criminal penalties for violation of the
regulations; providing that certain debt of the District is backed by the full faith and
credit and unlimited taxing power of Washington County; requiring the County
Commissioners to take certain actions relating to the District's debt; authorizing the
. District to borrow money for certain purposes and issue certain debt instruments not
backed by the County; requiring that certain revenues be handled in certain manners;
authorizing the issuance of certain short-term debt in anticipation of issuance of certain
bonds; authorizing replacement of certain instruments; requiring the handling of certain
documents in a certain manner; providing that the issuance of certain debt is not subject
to certain approval; authorizing the County Commissioners to alter the length of
terms of certain members of the Commission for certain purposes; making this Act
an emergency measure; and generally relating to the Washington County Sanitary
Commission, issuance of certain debt, and the operation of the Washington County
Sanitary District.
