(c)     Registration plates may be reflectorized and shall be manufactured of a
material warranted to have a durability of at least 5 years. However, prior to registration
plates being reflectorized, the Administration shall obtain approval of the General
Assembly through a budget item.

(d)     (1) During subsequent registration years, the Administrator may order the
continued use of registration plates that are valid during any current registration year,
and, after so doing, the Administrator shall issue, at the time a vehicle's registration is
renewed, a validation tab to evidence payment of the vehicle's annual registration fee.

(2)" The tab shall be displayed on the plates of the vehicle in the manner that
the Administrator requires.

(3) The Administrator from time to time shall evaluate the condition of
registration plates issued under this title and may provide for the manufacture and
issuance of new registration plates. These new registration plates shall be issued and
subsequently validated in the manner required by this subtitle.

(e)      [A passenger motor vehicle that is rented or being offered for rent in this
State without a driver shall display a distinctive registration plate as authorized and
issued by the Administration.

(f)] Notwithstanding the provisions of subsection (c) of this section, the
Administration may issue reflectorized registration plates under §§ 13-618 and 13-619 of
this title.

Chapter 3 of the Acts of the First Special Session of 1992

SECTION 3. AND BE IT FURTHER ENACTED, That, notwithstanding the
provisions of § 13-618(c) of the Transportation Article, THE MOTOR VEHICLE
ADMINISTRATION SHALL EXTEND the Chesapeake Bay Commemorative Plate Program
[may be extended for an additional two years] UNTIL JULY 1, 1996.

SECTION 2. AND BE IT FURTHER ENACTED, That the owner of any
passenger motor vehicle bearing "DR" plates to signify that it is a daily rental vehicle
shall, within 6 months of the effective date of this Act, return the distinctive registration
plates to the Administration and exchange them for standard Class A (passenger) vehicle
registration plates. Registration plates returned within 6 months after the effective date
of this Act shall be exchanged at no charge. Registration plates returned after 6 months
from the effective date of this Act shall be exchanged upon payment of a fee set by the
Administration.

SECTION 3. AND BE IT FURTHER ENACTED, That anyone titling a daily
rental vehicle in the State shall, at the time of titling, indicate in a manner satisfactory to
the Administration that the vehicle will be used for daily rental purposes.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.
