WILLIAM DONALD SCHAEFER, Governor                             Ch. 86

governmental functions. The authority consists of 9 members, ALL OF WHOM SHALL BE
REGISTERED VOTERS OF CALVERT COUNTY, appointed for 3 year terms by the county
commissioners, subject to the approval of the county delegation to the general assembly.
The members shall include:

(1)      [An elected official] A MEMBER OF THE BOARD OF COUNTY
COMMISSIONERS OF CALVERT COUNTY;

(2)      [A representative of a financial institution] TWO REPRESENTATIVES
FROM THE FINANCIAL COMMUNITY;

(3)      The superintendent of schools or [his] THE SUPERINTENDENT'S
designee;

(4)      [The chairman] A DESIGNEE of the Calvert County Economic
Development Commission[, or his designee];

[(5) A farmer;

(6)     An owner, operator, or manager of a local commercial business;

(7)     A physician, engineer, dentist, lawyer, scientist, or other professional
person; and

(8)     Two other persons, selected at-large.]

(5)      TWO REPRESENTATIVES OF THE LOCAL COMMERCIAL AND
INDUSTRIAL SECTORS; AND

(6)      TWO OTHER PERSONS TO BE RECOMMENDED BY THE INDUSTRIAL
PARK AUTHORITY AND APPROVED BY THE BOARD OF COUNTY COMMISSIONERS.

(b)      (1) The term of a member is 3 years, and begins on July 1 each year.

(2)     The terms of members are staggered as required by the terms provided
for members of the board on July 1, [1985] 1994.

(3)     At the end of a term, a member continues to serve until a successor is
appointed and qualifies. Members may hold successive terms.

(4)     A member who is appointed after a term has begun serves only for the
rest of the term and until a successor is appointed and qualifies.

(5)     A vacancy in the office of a member, other than by expiration, shall be
filled in the manner as an original appointment but only for the remainder of that term.

(6)      Members may be removed by the commissioners for cause.

(c)      The authority shall elect 1 of its members as chairman, 1 as vice-chairman, 1
as treasurer, and 1 as secretary. The secretary and treasurer shall be bonded as the
authority directs. Five members of the authority constitute a quorum, but in any case
action may not be taken by an affirmative vote of less than 4 members. A vacancy in the
