1994 LAWS OF MARYLAND

[(e)](F) ["Industrial building" or "buildings"]. "COMMERCIAL OR
INDUSTRIAL BUILDING" means any building or structure suitable for or intended for use
as a factory, mill, shop, processing plant, research, or development laboratory, warehouse,
assembly plant, fabricating plant, offices, and other buildings and facilities related to any
of the foregoing [to be constructed in the industrial park].

[(f)] (G) "Construction and development" means and includes, without intending
to limit the generality of the term, any 1 or more of the following or any combination of
them: clearing, grading, and preparing land; installation of utilities such as water,
sewerage, electric power, and gas, including all means for extracting and treating water
from the ground and for treating and disposing of sewerage and waste products;
construction of access and interior roads; installation of street lights; construction of one
or more COMMERCIAL OR industrial buildings; engineering, architectural, and legal
service's; and other ' activities, facilities, and services [directly related to the
implementation and operation of an industrial park].

[(g)] (H) "Federal agency" means the United States of America, the President of
the United [State] STATES of America, and any department of, or corporation, agency,
or instrumentality created, designated or established by, the United States of America.

11-202.

A need exists for new and expanded enterprise to provide enlarged opportunities
for gainful employment by the people of Calvert County and thus to assure the
preservation and betterment of the economy of Calvert County. Further, it is in the
interest of the public welfare and purpose to promote the operation and diversification of
[industry,] ECONOMIC DEVELOPMENT PROJECTS to increase employment, and to
provide a larger taxable base for the economy of Calvert County. Therefore, the
Industrial Park Authority of Calvert County is created for the purpose of acquiring,
constructing, developing, improving, operating, and managing [an industrial park]
ECONOMIC PROPERTIES in the County, including leasing or selling all or part of the land
acquired or to be acquired, and any buildings or appurtenances to be constructed on the
land by the Authority to constitute the industrial park and thus improve the welfare of the
public.

11-203.

The County Commissioners of Calvert County from time to time may appropriate
moneys for the purpose of acquiring, constructing, developing, improving, operating, and
managing [the industrial park] ECONOMIC PROPERTIES by the industrial park
authority. These moneys may be taken from the general funds of the County, from the
proceeds of any issue of bonds authorized for this purpose, and from any other grants or
payments made to the County or to the Industrial Park Authority for the purposes of this
subtitle.

11-204.

(a) The Authority is a body corporate and politic and is constituted a public
instrumentality of the county. The exercise by the authority of the powers conferred by
the provisions of this subtitle shall be deemed to be the performance of essential
