(c) A member who is subject to § 2-414, § 2-415, OR § 2-416 [, or § 2- 417] of
this title who receives creditable service from July 1, 1984, is subject only to the provisions
of the applicable section for the proportion of earnable compensation that is payable, the
computation of the allowance, and the adjustment of the allowance.

3-101.
(d) "Earnable compensation" means the normal monthly compensation that is
payable to a teacher for working the normal time for the teacher's position and that is
equal to one-twelfth of the employee's annual salary rate including the monthly pickup
contribution, if any, provided for in [§ l-302(f)] § 1-302(E) of this article.

(a) A person may revoke the waiver of benefits the person filed under § 3-204(a)
or § 3-205(a) of this subtitle and join the Teachers' Retirement System of the State of
Maryland on the terms and conditions that the Board of Trustees provides if:
(3) The person received a return of accumulated contributions under §
3-204(B) OR § 3-205(b) [or § 3-208(b)] of this subtitle and transferred the taxable
portion of the refund to a duly qualified Individual Retirement Account;

(a) The professional and clerical employees of any library established or
operating under the provisions of Title 23 of the Education Article are included in the
definition of "teacher" and "member," as those terms are defined respectively in §
3-101(j) of this title and [§ 1-101(1)] § 1-101(N) of this article, and all such professional
and clerical employees are entitled to all the rights and privileges and subject to all of the
obligations of the Teachers' Retirement System as established and maintained under this
subtitle except as provided in subsection (d) of this section; provided, however, that each
professional and clerical employee of the department of public libraries of Montgomery
