County who is covered under the Teachers' Retirement System may elect to transfer to
the employees' retirement system of Montgomery County; and any such employee may
elect to subsequently transfer to the Employees' Retirement System of the State of
Maryland, other State retirement system, or the retirement system of a municipality or
legislative body of the State of Maryland which is being operated on an actuarial basis
with contributions being made during the active service of new members which are
computed to be sufficient to provide the reserves needed to cover the retirement benefits
payable on their account.

3-505.
(a) (1) Each regular employee of the University of Baltimore[,] shall become a
member of either the Employees' Retirement System of the State of Maryland or the
Teachers' Retirement System of the State of Maryland as a condition of employment. In
no event shall such employee receive credit for service performed with the University of
Baltimore prior to January 1, 1975.
(b) (1) This subsection applies to the professional and clerical employees of
community colleges under the jurisdiction of the Maryland Higher Education
Commission, other than the [New Community College of Baltimore] BALTIMORE CITY
COMMUNITY COLLEGE.

(a) (1) In this section "former CCB employee" means a person who was an
employee of the Community College of Baltimore during the most recent academic year
and who was subsequently employed by the [New Community College of Baltimore]
BALTIMORE CITY COMMUNITY COLLEGE on or before December 31, 1990.
(2) Notwithstanding paragraph (1) of this subsection, "former CCB
employee" includes the President and Vice-Presidents of the Community College of
Baltimore.
