(c)     The right of a person to a pension, an annuity, or a retirement allowance, to
the return of [contributions] CONTRIBUTIONS, the pension, annuity, or 'retirement
allowance itself, any optional benefit or death benefit, or any other right accrued or
accruing to any person under the provisions of this article, and the moneys in the various
funds created by this article, shall not be subject to execution, garnishment, attachment,
or any other process whatsoever, and shall be assignable only if and to the extent that the
assignment is expressly provided for in, or done incident to, a court decree or order of
divorce, alimony, child support, or a court approved property settlement incident to a
court decree or order.

(d)     "Earnable compensation" means the normal monthly compensation that is
payable to an employee for working the normal time for the employee's position and that
is equal to one-twelfth of the employee's annual salary rate including the monthly pickup^:
contribution; if any, provided for in [§ l-302(f)] § 1-302(E) of this article.
