REVISOR'S NOTE: Chapter______, Acts of 1993, which enacted Division I of the
State Personnel Article, also renumbered subsections (i) and (j) of this section
and added a new subsection (i).
Paragraph (1) of subsection (i) of this section is new language added to state
explicitly that positions at Morgan State University are generally in the
classified service. The phrase "[e]xcept as provided ... otherwise by law" is
intended to reflect other laws that may affect the status of various employees.

Paragraph (2) of subsection (i) of this section is new language derived from
former Art. 64A, § 3(14), as it provided unclassified status to the Vice
President for Finance and Management and those librarians and registrars at
Morgan State University whose positions were designated as holding faculty
rank. It is revised to state expressly, in accordance with administrative
understanding and practice, that all "officers, faculty, and professional staff" -
rather than just the few positions specified in the former law - are in the
unclassified service.

SERVICE OF THE STATE PERSONNEL MANAGEMENT SYSTEM.
(B) ALL OFFICERS, FACULTY, AND ADMINISTRATIVE EMPLOYEES OF THE
COLLEGE ARE IN THE UNCLASSIFIED SERVICE OF THE STATE PERSONNEL
MANAGEMENT SYSTEM.

change from former Art. 64A, § 3(19). It is revised, in accordance with
administrative understanding and practice, to add an express reference to
"administrative employees" and to delete the former reference to only certain
"librarians" and "registrars".
