10-105. FORMS.

THE SECRETARY SHALL PROVIDE FOR FORMS FOR INITIATING AND
PROCESSING GRIEVANCES.                           

REVISOR'S NOTE: This section formerly was the second sentence of former Art.
64A, § 55(b).                                                                                           

In this section, the word "initiating" is substituted for the former word
"filing" for consistency.

The only other changes are in style.

SUBTITLE 2. PROCEDURES.

10-201. STEPS IN GRIEVANCE PROCEEDING.                                               

(A)     STEPS IDENTIFIED.

THE THREE STEPS IN THE GRIEVANCE PROCEEDING ARE:

(1)      THE INITIATION OF A GRIEVANCE PROCEEDING;

(2)      AN APPEAL TO THE HEAD OF THE PRINCIPAL DEPARTMENT OR
OTHER INDEPENDENT UNIT; AND

(3)      AN APPEAL TO THE SECRETARY.

(B)     BYPASSING STEPS.

THE PARTIES MAY AGREE TO BYPASS ANY STEP OF THE GRIEVANCE
PROCEEDING.

REVISOR'S NOTE: Subsections (a)(1) and (b) of this section are new language
derived without substantive change from the first sentence of former Art. 64A,
§ 54(a)(1) and the third sentence of § 55(a).

Subsection (a)(2) and (3) of this section is new language added for clarity.

10-202. RESOLUTION ENCOURAGED.

EACH PARTY TO A GRIEVANCE SHALL MAKE EVERY EFFORT TO RESOLVE THE
GRIEVANCE AT THE LOWEST LEVEL POSSIBLE.
