Ch. 10                                       1993 LAWS OF MARYLAND

EXCEPT AS PROVIDED IN SUBSECTION (B) OF THIS SECTION, THIS SUBTITLE
APPLIES TO ALL CLASSIFIED SERVICE, UNCLASSIFIED SERVICE, AND CONTRACTUAL
EMPLOYEES OF ANY UNIT IN THE EXECUTIVE BRANCH OF STATE GOVERNMENT,
INCLUDING ANY UNIT WITH INDEPENDENT PAY-SETTING AUTHORITY.

(B) EXCEPTION.

THIS SUBTITLE DOES NOT APPLY TO ANY EMPLOYEE WHO HOLDS A POSITION
THAT IS INCLUDED IN THE EXECUTIVE PAY PLAN.

REVISOR'S NOTE: This section is new language derived without substantive
change from the definition of "employee" in former Art. 64A, § 32A(b).

The reference to "any unit with independent pay-setting authority" is added
to conform to the similar reference in § 8-201 of this subtitle.

As to the Executive Pay Plan, see Title 6, Subtitle 1 of this article.

The State Personnel Article Review Committee notes, for consideration by
the General Assembly, that, given the defined terms used in subsection (a) of
this section, this subtitle does not apply to temporary pending, temporary
extra, and emergency employees.

"Unclassified service" § 1-101

8-203. INNOVATIVE IDEA PROGRAM.

(A)     "INNOVATIVE IDEA" DEFINED.

IN THIS SECTION, "INNOVATIVE IDEA" MEANS AN INVENTION, INNOVATIVE
SUGGESTION, OR ANY OTHER INNOVATIVE IDEA.

(B)     PROGRAM ESTABLISHED.

THERE IS AN INNOVATIVE IDEA AWARD PROGRAM FOR EMPLOYEES.

(C)     AWARDS AUTHORIZED.

(1) AN INNOVATIVE IDEA AWARD MAY BE AWARDED FOR AN
INNOVATIVE IDEA THAT, IF IMPLEMENTED, WOULD:

(I)      INCREASE REVENUE TO THIS STATE;

(II)     SAVE MONEY FOR THIS STATE;

(III)   IMPROVE THE QUALITY OF SERVICES DELIVERED TO THE
PUBLIC; OR

(IV)    OTHERWISE SIGNIFICANTLY BENEFIT THIS STATE.
