(4) What actions the State Board of
Education will take upon failure of the
school to meet the requirements set by
the school improvement plan in the time
allotted.
(5) Whether or not the State Board will
order the school to close and under what
circumstances the school may be
reopened and operated.
It is the intent of the General Assembly that
the proposed bylaws be presented to the
committees of the General Assembly which
oversee local education aid at the same time
they are presented to the Administrative,
Executive, Legislative Review Committee.
The budget committees and House
Committee on Ways and Means should be
allowed to review and comment on the
bylaws before they are finalized.

36.01.01.01 Office of the State Superintendent and
Deputy State Superintendent
General Fund Appropriation, provided that
$6,050,904 of this appropriation is withheld
until the State Board of Education reports
to the budget committees and the House
Committee on Ways and Means with
proposed bylaws and other supporting plans
to establish a system of outcome and
performance based accountability standards
that, at a minimum, addresses the following:
(1) By December 1 of each year, the reports
listed below shall be published. Each
report shall include student performance
data with percentages in both summary
form and by sex and race or ethnicity.
(i) The Department shall publish the
Maryland School Performance
Report for State and School Systems;
and
