improvements in classroom instruction and
student performance. In order to provide
accountability for classroom instruction and
student performance, the State Board of
Education shall establish through the
Maryland School Performance Program
standards for the student performance areas
by which each public school in the State
shall be measured.
The State Board of Education shall report to
the Administrative, Executive and
Legislative Review Committee, the budget
committees and the House Committee on
Ways and Means with proposed bylaws and
other supporting plans to establish a system
of outcome and performance based
accountability standards that, at a
minimum, address the following:
(1) By December 1 of each year, the reports
listed below shall be published. Each
report shall include student performance
data with percentages in both summary
form and by sex and race or ethnicity.
(i) The Department shall publish the
Maryland School Performance
Report for State and School Systems;
and
(ii) Each local school system shall
publish the Maryland School
Performance Report for School
Systems and Schools.
(2) What actions the State Board of
Education will take if a public school
fails to meet the standards of satis factory
or better in each student performance
area.
(3) Whether or not the State Board of
Education will take appropriate action
including ordering the school to develop
and implement a time limited school
improvement plan.
