AN [[EMERGENCY]] ACT to:

(1)     establish certain limitations on the issuance of a sediment control permit if the
application is subject to review under Chapter 22A, Forest
Conservation-Trees;

(2)     require that the conditions of a sediment control permit must not conflict with
a forest conservation plan or identified forest or tree conservation areas;

(3)     require that field markings related to limits of disturbance be located at the
site of the land-disturbing activities at certain times;

(4)     eliminate an exemption from the requirement to obtain a sediment control
permit for certain timber harvesting activities;

(5)     authorize the issuance of a stop work order without a warning under certain
circumstances;

(6)     require reforestation as a corrective measure under certain circumstances;

(7)     authorize the adoption of certain regulations;

(8)     make certain clarifying and stylistic changes; and

(9)     generally provide for additional regulatory measures in connection with the
issuance of a sediment control permit.
