(9)     make violations of this Act or regulations adopted under it a Class A offense
subject to a certain civil fine;

(10)   provide certain administrative and judicial remedies to enforce this Act,
including the imposition of an administrative civil penalty up to a certain
amount, corrective orders, and suspension and revocation of a forest
conservation plan;

(11)   provide for certain notice, hearing, appeal, and variance procedures;

(12)   establish a County Arborist in the Department of Environmental Protection
with certain duties;

(13)   [[establish a Tree Commission appointed by the County Executive and
confirmed by the County Council with certain duties]] provide a delayed
effective date for certain provisions;

(14)   [[making]] make this Act contingent on adoption of a certain resolution by the
Maryland-National Capital Park and Planning Commission until a certain
time; and

(15)   generally provide for a comprehensive regulatory framework for tree and
forest conservation.

AN [[EMERGENCY]] ACT to:

(1)     amend the Road Code to require the planting of street trees under certain
specifications as part of construction;

(2)     define certain terms and make stylistic changes;

(3)     require that work under a certain grading or construction permit issued by the
Director of the Department of Transportation must not occur until after a
sediment control permit has been issued by the appropriate governmental
entity if such a permit is required by law; and

(4)     authorize the Director of the Department of Transportation to waive certain
requirements in the Road Code [[related to tree conservation under certain
circumstances]].
