AN ACT to:

(1)     prohibit the issuance of a license to a person conducting a closing-out sale
more than once every 3 years, with certain exceptions;

(2)     increase the penalty for violation of the closing-out sale law;

(3)     make clarifying and stylistic changes in the closing-out sale law; and

(4)     generally amend the law regulating closing-out sales.

AN [[EMERGENCY]] ACT to:

(1)     make certain legislative findings and state certain purposes related to the need
for forest and tree conservation measures;

(2)     define certain terms and specify the applicability of this Act;

(3)     establish procedures, criteria, standards, and requirements for certain
development proposals or land disturbing activities regarding tree and forest
conservation;

(4)     provide for the submission of forest stand delineations and forest conservation
plans to the Planning Board and Planning Department for review and
approval subject to certain appeals;

(5)     establish standards and requirements for afforestation and reforestation and
the payment of a certain in lieu fee;

(6)     establish a County forest conservation fund to be used for certain purposes;

(7)     authorize the Planning Board to adopt certain regulations;

(8)     require the Planning Board to charge certain administrative fees adopted by
regulation;
