An Act amending Title 1 "Personnel Administration" of the Howard County Code in
order to keep the employee classification plan current by adding and deleting certain
classes; by modifying the minimum specifications for certain classes; and by modifying the
titles and pay grades of certain classified, executive exempt, miscellaneous exempt, and
state-authorized exempt classes,
[Amending §§ 1.102(o), 1.206, 1.210, 1.211, and 1.301 - 1.304 of the Howard County
Code.

Bill No. 32
An Act amending various sections of Subtitle 3 "Animals" of Title 17 "Public Protection
Services" of the Howard County Code in order to amend certain definitions; clarify the
law regarding vaccinations; require clearly visible identification of dangerous animals;
require notification upon transfer into the County of a dangerous animal; clarify
procedures regarding the spaying or neutering of adopted animals; revise the procedures
to be implemented in the program, required by state law, for the reimbursement to
owners of poultry or livestock killed or injured by dogs; and to correct terminology and
spelling.

Bill No. 33
An Act amending Subtitle 1 "Purchasing" and adding new Subtitle 5 "Purchasing of
Products Made From Recycled Materials" to Title 4 "Contracts, Purchasing and
Property" and amending Section 13.400 "Department of Economic Development" of
Subtitle 4 "Economic Development" of Title 13 "Housing, Urban Renewal and Economic
Development" of the Howard County Code to increase the purchase of products made
from recycled materials by requiring development of a plan requiring, where practicable,
purchase of products made from recycled materials and to reduce waste through
purchasing policies.

Bill No. 34
An Act amending Section 12.606 "Designation of smoking areas" of Subtitle 6 "Smoking
in Public Places" of Title 12 "Health and Social Services" of the Howard County Code to
prohibit smoking in the common indoor public space of enclosed shopping malls, which
would make owners or managers of enclosed shopping malls subject to penalty provisions
of this Subtitle if required signs prohibiting smoking were not properly posted.
