An Act establishing the boundaries of the election districts in Howard County; and
declaring this to be an emergency measure.

[Amending § 10.200 of the Howard County Code.

Bill No. 6

An Act pursuant to Section 403 "Reorganization of the Executive Branch" of the Howard
County Charter to provide for:

(1)  The transfer of the Office of Human Rights from the Department of Citizen Services
to the Department of County Administration.

(2) A broadening of the role of the Office of Human Rights in the arena, of civil rights
education.                                                                                                         

(3)  An increase the pay grade of the Human Rights Administrator to reflect the increased
responsibilities.

(4)  An increase the size of the Human Rights Commission from 9 members to 11 to
reflect its increased workload.

(5) The addition to the Human Rights Commission of a 16 year old non-voting member
to serve a 1 year term.

[Amending §§ 1.302, 6.201, 6.401, 12.202, 12.205, 12.206, and 12.901 of the Howard
County Code.

Bill No. 7

An Act adding new Subtitle 11 "Adequate Public Facilities" to the Title 16 of the Howard
County Code in order to require that subdivision and site development plans, with certain
exceptions, pass certain tests as a condition of subdivision or site development plan
approval.
