AN ACT to add new Section 123-43.4, Tax Credits for Surviving Spouses of Veterans, to
Article II, Real Property Tax Credit, of Chapter 123, Finance and Taxation, of the
Harford County Code, as amended; to provide a tax exemption for surviving spouses
of veterans under certain conditions; and generally relating to provision of tax
credit.

County Council of Harford County, Maryland) of Section 109-8, Collection and
Transportation of Solid Waste, of Article I, General Provisions, of Chapter 109,
Environmental Control, of the Harford County Code, as amended; to exempt
certain political subdivisions from a fee for deposit of to establish a certain credit
for the disposal of a certain amount of in-county solid waste until a certain date;
and generally relating to a fee for deposit of solid waste.

AN EMERGENCY ACT to add Section 1-36, Security in Courthouse Facilities, to
Article III, General Administration, of Chapter 1, General Provisions, of the
Harford County Code, as amended; to require that security guards at county-owned
courthouse facilities have certain qualifications.

AN EMERGENCY ACT to add new Section 157-27, Fees for Deposit of Solid Waste at
a County Disposal Facility, to Chapter 157, Licenses and Permits, of the Harford
County Code, as amended, to provide for the fees to be charged pursuant to the
tipping fee program and to amend certain other fees related to solid waste
management and the recycling program, program, and to further provide that these
charges and amendments to certain other fees can be enacted concurrently with the
implementation of the recycling program.
