AN ACT to repeal and reenact, with amendments, Section 9-20.1 of Article IVA,
Environmental Land Preservation Commission, of Part 2, Nonbinding Advisory
Boards, of Chapter 9, Boards, Commissions, Councils and Agencies, of the Harford
County Code; to repeal and reenact, with amendments, Section 2 and Section 3 of
County Council Bill 90-74, as enacted by the Council on October 9, 1990; to repeal
and reenact, with amendments, Section 1C of County Council Bill 90-75, as enacted
by the Council on October 2, 1990; to extend certain deadlines previously imposed
on certain county agencies.

AN ACT to repeal Article VIII, Sewage Collection and Treatment, and to add new
Article VIII, Wastewater Collection and Treatment, to Chapter 256, Water and
Sewers, of the Harford County Code, as amended; to enable the county to comply
with state and federal requirements regarding wastewater collection and treatment;
to impose certain requirements and prohibitions on users of the county wastewater
system; to prohibit certain discharges of wastewater and liquid waste; to authorize
the county to recover the costs of responding to discharges of wastewater and liquid
waste; to establish certain presumptions concerning responsibility for discharges of
wastewater and liquid waste; to require that certain users of the county wastewater
system establish plans to prevent wastewater discharges; to authorize the county to
establish certain additional requirements for users of the county wastewater system;
to give certain governmental entities a right of entry onto the property of persons
subject to this Act, under certain conditions; to require that certain users of the
county wastewater system obtain certain permits; to impose certain requirements in
connection with the permits; to require that septage waste haulers obtain certain
permits; to impose certain requirements and prohibitions on septage waste haulers;
to authorize a certain county agency to adopt regulations and fees in connection
with this Act; to authorize the county to take certain actions to enforce the
provisions of this Act; to establish penalties for violations of this Act and any
regulations adopted under the authority of this Act; and generally relating to the
collection and treatment of wastewater and liquid waste.
