and operating requirements for a licensee; to assign certain duties, responsibilities,
and powers to certain county departments and officials; to establish certain
deadlines with respect to license applications and renewals; to allow denial,
suspension, and revocation of licenses under certain circumstances; to allow appeals
of a denial, suspension, or revocation; to establish certain requirements concerning
the location of certain sexually oriented businesses; to authorize a suit for injunction
in certain situations; to prohibit obscene public performances; to establish penalties
for violations of this Act; to make the provisions of this Act severable; to require
that certain existing sexually oriented businesses apply under this Act for a license
within a certain period; and generally relating to sexually oriented businesses.

AN ACT to repeal and re-enact with amendments section 64-10, Impoundment Fees, or
Article III, Animal Control, of Chapter 64, Animals, of the Harford County Code,
as amended, to provide for an increase in impoundment fees.

AN ACT to add new Section 41-17.1, Historic Property, to Article III, Purchase Orders
and Contracts, of Chapter 41, Procurement; to add Section 267-60.1, Preservation
of County Historic Property, to Article X, General Provisions, of Part 2, Historic
District, of Chapter 267, Zoning, of the Harford County Code, as amended; to
prohibit the county from expending funds for the alteration or demolition of certain
historic property; to prohibit the county from altering or demolishing county owned
historic properties; alteration or demolition of certain historic property; to establish
certain exceptions to this prohibition; and generally relating to the preservation of
county owned historic property.

Bill No. 92-38

AN ACT to repeal subsection 42.10, User Charges, of Chapter 256, Water & Sewers, of
the Harford County Code, as amended, and to repeal Harford County Council Bill
No. 91-17, heading Harford County Rates (Water & Sewer) and No. 91-18, heading
Joppatowne Sanitary Subdistrict Rates (Water & Sewer), and to enact a new
schedule of Water & Sewer rates for Harford County to stand in lieu of the
Ordinances and rates repealed, to provide that such rates shall apply to all Harford
County customers for water and sewer servicing; and to further provide that the new
rates shall take effect July 1, 1992.
