AN ACT concerning

Title 26 "Planning, Zoning and Subdivision Control"

FOR the purpose of repealing sections providing for waivers from the development
regulations, for the predevelopment conference, the filing and content of the plan,
the composition of the County Review Group, the authority of the County Review
Group, appeals from final action on a plan, and review of development in RCC,
O-1, O-2, OT zone and CR districts; repealing and re-enacting sections dealing
with the status and authority of the zoning commissioner to provide for specific
hearings, special exceptions and variances, development policies, purposes of the
development regulations, definitions, limited exemptions, County Code references,
general provisions, preliminary review of the plan, referral to planning board,
procedure before planning board, expiration of plan approval and amendments to
plan; adding new sections dealing with waivers from the development regulations,
preparation and presentation of a concept plan, the composition and procedure for
reviewing plans, the establishment of a quasi-judicial process for approving plans,
provisions for combined hearings, appeals from final action on plans, and
compatibility; and generally relating to the regulation of development projects in
Baltimore County.
