(4)    Counseling includes information on
prevention of HIV and other sexually
transmitted diseases;

(5)    Use of volunteer health care providers to
provide services, when appropriate, is
encouraged;

(6)    Community leaders are consulted in the
design and implementation of the initiative.

It is also the intent of the General Assembly
that no funds may be expended by the
Department for the purpose of the family
planning initiative until:

(1)    the budget committees have received a
report from the Department outlining how
the above criteria will be satisfied, and

(2)    the committees have reviewed and
commented upon the report or 45 days have
elapsed from the date the report is received
by the committees.

32.06.02.04  Primary Prevention for Targeted
Population

General Fund Appropriation, provided that
no funds may be expended until:

(1)    the budget committees have received a
statement of priorities and spending plan
for the program; and

(2)     the committees have reviewed and
commented on the submission or 30 days
have elapsed from the date the report is
