WILLIAM DONALD SCHAEFER, Governor S.B. 893
of the State of Maryland and for continuing participation in the State Employee and
Retiree Health and Welfare Benefits Program, including, certain health benefits on
retirement; requiring the Service to make certain payments for retirement and
health benefits in a certain manner and subject to certain penalties; repealing
provisions related to the Service Reserve Fund; amending the authority of the
Service to enter into contracts and agreements; clarifying and amending the powers
and organization of the Service; authorizing the Service to take certain corporate
actions; amending the authority of the Secretary of the Environment to require the
Service to operate wastewater and solid waste projects; amending the procedures by
which service regions and service districts are created; requiring the Service to make
certain reports to the Governor and General Assembly and submit certain budget
information to the General Assembly; providing that the books, records, and
accounts of the Service are subject to audit by the State, including the Legislative
Auditor: providing for the effective date of this Act; and generally relating to the
Maryland Environmental Service.
