5.       Support long-range, comprehensive energy planning utilizing the
Maryland Energy Administration to coordinate among State, local, and private agencies
in order to avert or mitigate supply disruptions, assure the use of cost-effective renewable
resources, protect the environment, and adopt sound technological change;

6.       Encourage individual, local, and Statewide action through the
implementation of education and technology transfer programs to overcome obstacles to
beneficial changes in the State's energy system; and be it further

RESOLVED, That a copy of this Resolution be forwarded by the Department of
Legislative Reference to: the Maryland Energy Administration, 45 Calvert Street,
Annapolis, MD 21401; the Department of Environment, 2500 Broening Highway,
Baltimore, MD 21224; the Department of Transportation, P.O. Box 8755,
Baltimore/Washington International Airport, MD 21240; and the Maryland
Congressional Delegation: Senators Paul S. Sarbanes and Barbara A. Mikulski, Senate
Office Building, Washington, D.C. 20510; and Representatives Wayne T. Gilchrest,
Helen Delich Bentley, Benjamin L. Cardin, Albert R. Wynn, Steny Hamilton Hoyer,
Roscoe G. Bartlett, Kweisi Mfume, and Constance A. Morella, House Office Building,

A House Joint Resolution concerning

Education - Disruptive Students - Appointment of Special Study Committee

FOR the purpose of requesting the Governor to appoint a special committee to study the
problems of disruptive students, to review the effects and results of past legislative
action pertaining to this issue and to propose modifications and remedies, as
needed; providing for the membership of the committee and the appointment of its
chairman; requiring the committee to submit a report to the Governor and the
General Assembly by December 1, 1994; and generally relating to the establishment
of a special committee to review issues relating to disruptive students in the public
schools.

WHEREAS, The General Assembly enacted Chapter 258 of the Acts of 1983, now
codified under § 7-303 of the Education Article of the Annotated Code, to encourage
each county board of education and the Board of School Commissioners of Baltimore
City to support the creation of special programs for students in the public schools who
exhibit disruptive classroom behavior; and

WHEREAS, The legislation has not generated sufficient action by the local boards
of education to establish such programs; and

WHEREAS, Increasingly disruptive students in the schools are posing significant
problems for teachers, classmates, schools, parents, and communities; and
