Ch. 381                                    1993 LAWS OF MARYLAND                            

(ii) Each of these members serves for a term of 5 years and until a
successor is appointed and qualifies. These terms are staggered as required by the terms
of the members serving on July 1, 1978.

(iii) Each of these members may be reappointed but may not serve
more than two full 5-year terms.

(3) The following officials shall serve ex officio and each may designate
someone to serve in his place:

(i) The State Superintendent of Schools;

(ii) The Secretary of Health and Mental Hygiene;

[(iii) The Secretary of the Department of Juvenile Services Agency;]

[(iv)] (III) The Deputy Secretary for Public Health Services;

[(v)] (IV) The Director of the Developmental Disabilities
Administration;

[(vi)] (V) The Superintendent of Public Instruction of Baltimore City;
and                                                         

[(vii)](VI) Two county superintendents of schools from counties where
a State hospital Center [or a juvenile residential institution of the Department of Juvenile
Services Agency] is located, who shall be selected by the State Superintendent of
Schools.

(c)     Each member of the Council:

(i) Serves without compensation; and

(2) Is entitled to reimbursement for expenses in accordance with the
Standard State Travel Regulations.

(d)     (1) The State Superintendent shall serve as chairman of the Council.

(2)     The Council shall determine the time and place of its meetings and may
adopt rules for the conduct of its meetings.

(3)     The State Department of Education shall provide technical assistance
and support:

(i) To the Council; and

(ii) To the Department of Health and Mental Hygiene in the
development and operation of educational programs in State hospital centers [and
juvenile residential institutions].
