(1)     Shall be as provided in the annual budget of the Commission by the
Governor;

(2)     May not be used to supplant funds of any other program; and

(3)     May not exceed the amount necessary to make awards to 40 persons a
year.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1993.

AN ACT concerning

Education Coordinating Council

FOR the purpose of altering the composition of the Education Coordinating Council for
State Hospital Centers and Juvenile Institutions by removing the Secretary of
Juvenile Services from the Council; altering the duties of the Council in a certain
manner; and generally relating to the Education Coordinating Council.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

Subtitle 2. State Hospital Centers [and Juvenile Institutions]

22-201.

(a)     There is an Education Coordinating Council for State Hospital Centers [and
Juvenile Institutions]. The Council is within the State Department of Education for
administrative and budgetary purposes.

(b)     (1) The Council consists of 13 members.

(2) (i) Five of the members shall be appointed by the Governor and shall
be residents of this State who are not employees of any State or county government
agency.
