22-202.

(a)     (1) The Education Coordinating Council shall develop and monitor an
educational program for each State hospital center [and juvenile residential institution]
in the Department of Health and Mental Hygiene. The programs shall meet the special
needs and circumstances of the patients[, inmates,] and personnel in the center [or
institution].

(2) This program shall be coordinated with:

(i) The overall operation and function of the center [or institution];
and

(ii) The educational programs offered in the public schools.

(b)     On or before June 30 of each year, the Council shall report to the Governor
and, subject to § 2-1312 of the State Government Article, to the General Assembly
concerning the operation of the educational program in each center [and institution].

(a)      [(1)]Funds for the operation of the educational program in State hospital
centers shall be provided in the budget of the State Department of Education.

[(2) Funds for the operation of the educational programs in State juvenile
residential institutions shall be provided in the budget of the Department of Juvenile
Services Agency.]

(b)     The Department of Health and Mental Hygiene and other State agencies may
contribute to the program.

(c)     Funds appropriated for educational programs in State hospital centers [and
juvenile residential institutions] may not be diverted, by budget amendment or otherwise,
to any other purpose.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.
