Preamble
WHEREAS, Teachers, librarians, and other educators employed by the State in
State institutional settings such as prisons, hospitals, and juvenile residential facilities are
paid based on the local pay scale of the public school system where the facility is located;
and
WHEREAS, Institutional educators employed by the State are now working in
facilities in 13 different local jurisdictions, each with a different pay scale; and
WHEREAS, Local school system pay scales vary considerably among the counties
in the State; and
WHEREAS, Pay scale inequities exist among State employees performing the
same jobs as institutional educators due to the current system of basing institutional
educator salaries on local pay scales; and
WHEREAS, The State has limited control over the compensation costs of these
employees based on the current system; and
WHEREAS, Due to a shortage of State funds in fiscal years 1992 and 1993,
educators in State correctional institutions have had their work schedules reduced by
approximately 20% with a corresponding reduction in their salaries since October 1991;
and
WHEREAS, It is the intent of the General Assembly that a single, statewide
salary structure be established for institutional educators that will eliminate salary
inequities for the same jobs performed in different locations, which will reduce long-term
compensation costs to the State for these employees, and which will return correctional
educators to full-time, 100% work schedules and salary levels; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(a) An individual WHO IS employed as a teacher, librarian, principal, director of
education, or supervisor of vocational education on the staffs of the following institutions
or in the following programs, OR AN INDIVIDUAL WHO IS EMPLOYED AS A CENTRAL
OFFICE DIRECTOR, SUPERINTENDENT, SPECIALIST, OR COORDINATOR OF
EDUCATION FOR THE FOLLOWING INSTITUTIONS OR PROGRAMS, shall be paid [an]

public school librarian of similar training and experience in the county where the
