AN ACT concerning
State Employees - Salaries - Educational Staff at State Institutions and Vocational
Rehabilitation Programs
FOR the purpose of altering the method of determining the salaries of certain employees
in educational programs at certain State institutions and vocational rehabilitation
programs; requiring the establishment of an institutional educator pay plan with
salary classifications and pay grades for those employees; providing certain
guidelines for establishing the pay plan; establishing an Institutional Educator Pay
Plan Committee; providing for the membership, compensation, procedures, term,
and duties of the Committee; providing for certain adjustments to salaries of
employees affected by this Act; requiring the Education Coordinating Council for
Correctional Institutions to perform certain advocacy duties, including a review of
educational programs, and to recommend and advocate improvements based on
their review; requiring the Education Coordinating Council for State Hospital
Centers to perform certain advocacy duties, including a review of educational
programs, and to recommend and advocate improvements based on their review;
providing that the total amount of the salaries paid to certain institutional educators
in fiscal year 1994 and in fiscal year 1995 may not exceed a certain amount;
repealing certain provisions of law that changed the employment status of certain
teachers and librarians in certain correctional institutions from a 12-month per year
basis to a 10-month per year basis; authorizing the employment of those individuals
on a 12-month basis under certain circumstances; making certain provisions of this
Act contingent on certain funds being provided, and not being provided, in the fiscal
year 1994 budget; altering the source of funding for the operation of the educational
program in State hospital centers; declaring the intent of the General Assembly;
making this Act an emergency measure; and generally relating to salaries of certain
employees in educational programs at certain State institutions and vocational
rehabilitation programs.
