SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 48A - Insurance Code

681.

(b) (2) "Administrator" does not include a person who:

(vi) 1. Is, or is an employee of a person who is, registered as an
investment adviser under the Investment Advisers Act of 1940 or the Maryland Securities
Act;

2.       Is, or is an employee of a person who is, registered as a
broker-dealer OR TRANSFER AGENT under the Securities and Exchange Act of 1934 or
the Maryland Securities Act; or

3.       Is, or is an employee of a person who is, registered as an
investment company under the Investment Company Act of 1940.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

AN ACT concerning

Cecil County - Miscellaneous Boards - Staggered Terms

FOR the purpose of altering and staggering the terms of the Cecil County Board of
Appeals, Board of License Commissioners, Planning Commission, and Board of the
County Department of Social Services Board of Parks and Recreation; staggering
the terms of the County Ethics Commission and Board of Parks and Recreation;
maintaining the terms of members serving on a specified date; altering the
membership of the Cecil County Board of Appeals and the Planning Commission;
making stylistic changes; and generally relating to the terms of various boards and
commissions in Cecil County.
