SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 2B - Alcoholic Beverages

150.

(a-1) (1) In Cecil County, the Board of County Commissioners shall appoint three
[other] persons, all of whom are to be of high moral character and possess a sound
reputation for integrity, to constitute the Board of License Commissioners for the County.

(2)      The members of the Board shall designate their own chairman.

(3)      (I) The [first] members of the Board shall be appointed for [three-,
four-, and five-year terms, respectively, and their successors for terms of five years each]
4-YEAR 3-YEAR STAGGERED TERMS.

(II)     AT THE END OF A TERM, A MEMBER CONTINUES TO SERVE
UNTIL A SUCCESSOR IS APPOINTED AND QUALIFIES.

(III)   A MEMBER WHO IS APPOINTED AFTER A TERM HAS BEGUN
SERVES ONLY FOR THE REST OF THE TERM AND UNTIL A SUCCESSOR IS APPOINTED
AND QUALIFIES.

(4)      The Board of License Commissioners shall meet at least once a month.
