(i) As a result of point accumulation under Title 16, Subtitle 4 of this
article; or
(ii) To show cause why the person's license should not be suspended.
or revoked under Title 16, Subtitle 2 of this article.
(2) A PERSON WHO RECEIVES A WARNING LETTER UNDER TITLE 16,
SUBTITLE 4 OF THIS ARTICLE AS A RESULT OF POINT ACCUMULATION SHALL
SUBMIT EVIDENCE THAT ANY VEHICLE REGISTERED IN THE PERSON'S NAME,
INDIVIDUALLY OR JOINTLY HAS BEEN CONTINUOUSLY COVERED, SINCE THE
EFFECTIVE DATE OF THE VEHICLE'S MOST RECENT REGISTRATION, BY THE
SECURITY REQUIRED UNDER THIS SUBTITLE.
[(2)] (3) The evidence of security shall be on a form prescribed by the
Administration and certified by an insurer or agent.
SECTION 3. AND BE IT FURTHER ENACTED, That Section 2 of this Act shall
take effect January 1, 1994.
SECTION 4. AND BE IT FURTHER ENACTED, That the Motor Vehicle
Administration shall report to the General Assembly before October 1, 1996 on the impact of
this Act in reducing the number of uninsured drivers.
SECTION 2. 5. AND BE IT FURTHER ENACTED, That, subject to the
provisions of Section 3 of this Act, this Act shall take effect October 1, 1993.

AN ACT concerning
The Third Budget Reconciliation Act for Fiscal Year 1993
The Budget Reconciliation Act of the 1993 Session of the General Assembly
FOR the purpose of reducing the General Fund shortfall for fiscal year 1993 by altering
certain requirements relating to the Revenue Stabilization Account of the State
Reserve Fund; altering the distribution of certain transfer tax revenues for certain fiscal
years; altering the distribution of certain penalties assessed for failure to maintain
the required security on vehicles registered in Maryland; requiring the Governor to
transfer to the General Fund certain amounts from certain special funds before a
certain date certain dates for certain fiscal years; exempting from a certain
requirement funds transferred from the Revolving Preliminary Planning. Fund;
authorizing the transfer in fiscal year 1993 of a certain amount of funds from the
Transportation Trust Fund to the general funds of this State; and altering the
allocation of certain revenues from the State transfer tax altering a certain limitation
pertaining to certain salary increases as enacted in the Fiscal Year 1994 State Budget
Bill; requiring a certain deficiency appropriation appropriations under certain
