circumstances to the Revenue Stabilization Account; transferring to the General
Fund certain savings resulting from the abolition of certain positions; limiting
certain salaries of certain positions under certain circumstances; providing for a
certain exception to the salary limit; requiring certain reporting under certain
circumstances; prohibiting a certain increase for judges; requesting a certain report
relating to a program for prevention of vehicle theft; requiring certain appropriations to
the Transportation Trust Fund in certain fiscal years; prohibiting a reclassification of
certain positions to a higher grade or level requiring the Comptroller to make certain
distributions to the Transportation Trust Fund; limiting the salaries of certain
employees whose salaries are tied to certain Baltimore City or county employees;
requiring authorizing, contingent upon certain legislation, that certain educational
employees in certain correctional institutions have their employment status restored
from a 10-month to 12-month per year basis with a proportional increase in pay and
authorizing certain pay adjustments; providing for the transfer of certain funds for
certain purposes under certain circumstances; requiring certain funding for certain
educational positions on a 12 month per year basis and to support a statewide pay
plan for these positions under certain circumstances authorizing, contingent upon
certain legislation, certain pay adjustments for certain personnel at the Maryland School
for the Deaf; requiring a board of education, board of community college trustees, or
board of library trustees to pay for certain retirement or pension costs; requiring a
certain transfer under certain circumstances to the Dedicated Purpose Account of the
State Reserve Fund to be used for certain purposes; waiving certain local primary and
secondary education funding requirements and certain local community college
funding requirements for a certain fiscal year; waiving certain expenditure
requirements relating to aid under the State Fire, Rescue, and Ambulance Fund for
certain fiscal years; authorizing State aid for basic current expenses, and
compensatory education funding, and education transportation grants to be reduced
under certain circumstances and specifying the revised aid funding provisions;
authorizing State aid for education transportation grants to be reduced under certain
circumstances; requiring the District Court and circuit court to impose an additional
court cost on certain criminal defendants in fiscal year 1994; prohibiting the court from
waiving certain costs unless the defendant establishes indigency; authorizing certain
education aid to be withheld by the State Board of Education under certain
circumstances and providing for the distribution of the aid authorizing certain funds
relating to liquidated damages for failure to comply with prevailing wage law to be
credited to the General Fund; restricting the manner in which the Governor may
reduce certain appropriations under certain circumstances and limiting the
reduction authority; eliminating the authorization for certain Program Open Space
projects under certain circumstances and requiring certain related reporting;
waiving a certain limit on the use of certain Program Open Space funds under
certain circumstances; requiring the Maryland Legal Services Corporation to pay
certain funds to the Office of the Public Defender; authorizing certain funds
relating to liquidated damages for failure to comply with prevailing wage law to be
used for certain purposes; making the provisions of this Act severable; providing for
the effective date of this Act; and generally relating to the financing of State and
local governments for certain fiscal years.
BY repealing and reenacting, with amendments,
