termination of this Act shall be prepared by the Secretary of Health and Mental Hygiene
in consultation with the Maryland Hospital Association, the State designated protection
advocacy agency, and other affected parties, and shall be submitted to the Governor and
the General Assembly.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted shall take effect July 1, 1993.

AN ACT concerning
Health Services Cost Review Commission - User Fees and Officers
FOR the purpose of altering the user fees assessed by the Health Services Cost Review
Commission; repealing a certain definition; providing that for each fiscal year the
user fees collected shall be equal to the General Fund appropriation for the
Commissioner; specifying that the user fees assessed by the Commission may only
be used to cover certain costs and expended for a certain purpose; providing that the
Commission, in consultation with the Secretary of Health and Mental Hygiene, may
determine classifications and, subject to the State budget, compensation of certain
officers of the Commission; and generally relating to user fees for the Health Services
Cost Review Commission.
